With the resignation of Fleet Admiral Longshaw, the responsibility if running STARFLEET fell to the Chief of Personnel, Admiral Brandt Heatherington. Heatherington, who was 14 years old at the time of he lead STARFLEET, continued in his responsibilities as Chief of Personnel, making sure membership applications were filled and sending the appropriate membership kits out.
Meanwhile an election was held lasted several months. At the end of the election a new Chief of Staff emerged from field and the tenure of the youngest Commander, STARFLEET, came to an end.
